1. Can I sell unused grave spaces in my lot back to the City?

No, the City does not purchase grave spaces or lots back from individuals.

2. How can I sell my unused spaces?

Individuals wishing to sell their lots or spaces within their lots may do so using whatever means necessary, such as word of mouth and classified ads. Once an arrangement has been made between the seller and the purchaser, the seller must notify the cemetery office of the sale and provide the office with the name, address (street, city, county, state, and zip code), and telephone number of the purchaser and the effective date of the sale.

A notarized letter or the Deed Transfer Form must be provided before a new deed will be prepared for the new owner.

3. Are mausoleums allowed?

Yes. Individual mausoleums are allowed with prior approval from the City Manager. Please use the application to submit a request.

4. I understand that I must get permission before I plant any shrubs on my grave spaces and/or lots. How do I get permission?

To request permission to plant shrubs, please contact the Cemetery Sexton at (405) 282-2773.

5. Why can’t I plant trees on my grave lots or spaces?

There are a number of reasons why this is not permitted, most of which have to do with the tree roots. First, the roots spread out to great distances and infringe on surrounding lots.

Second, the roots also cause significant damage to the graves. Roots can actually grow into, around, and under vaults, causing the vaults to shift or rise.

Third, when an interment is made, roots may be severed which may kill the tree.

Finally, when trees reach a certain size they can totally obstruct not only the grave on which they were originally planted, but also the ones around it.

6. My mother was the owner of a lot, and she is deceased. Can I use the remaining grave spaces on the lot?

Only the owner of the lot and spaces can determine who can use them. If the owner of the lot is deceased, ownership must be determined before the lot can be used.

This is done in the following manner:

1. Determine if the owner transferred ownership of any unused grave spaces prior to his or her death. Then the person to whom the deed had been transferred must approve any use of the remaining spaces.
   


2. If this is not the case, the owner’s will should state that ownership of the lot is to be transferred to a specific individual, who must then approve any use of the remaining spaces.
   


3. If the deed has not been transferred and a will is not available or does not state specifically to whom the deed should be transferred, presentation of the original deed may be used to show that the owner had passed the deed on to the individual whom they wished to have ownership of the lots.
   


4. If none of the previous options are available, the final option is to have a letter prepared which states who is to have ownership of the lot or spaces. This letter must be signed by all surviving heirs of the owner, and the signatures must be notarized. The person stated as owner in this letter must then approve any use of the spaces.
   


5. Remember that a cemetery lot is the same as any other piece of property and does need to be transferred as part of an estate.

7. How much is a grave space?

A single space is $400. Please contact the Cemetery Clerk’s office at (405) 282-0065 for all other costs.

9. I am doing genealogy research about my family from the Guthrie area. Whom can I contact for information?

All known burials in the Summit View Cemetery are recorded in the Summit View Cemetery Burial Records.

This file contains (when known) the name, age, birth date, death date, and names of mother, father, and spouse, places of birth and death, and funeral home for each individual burial. Not all information is available for all burials, but every effort has been made to ensure that this file is as complete and accurate as possible.

1. Where can I get a copy of my marriage license?

You can call the Logan County Court Clerk at 405-282-0123. All marriages that occur in Logan County have their certificates filed with the Logan County Court Clerk.

2. How do I get a copy of my birth certificate?

The City of Guthrie does not keep birth certificate records. These records are stored with the Department of Vital Statistics in Oklahoma City. They can be reached at 405-271-4040.

3. How can I reach the District Attorney?

Our local District Attorney can be reached at 405-282-0655.

4. Where would I go to find out the value of a property?

The Logan County Assessor's Office has information on property values. If you have an address, they can give you the legal description of that property and its value. This is also the office that can tell you the amount of tax due on a property. They can be reached at 405-282-3509. The Logan County Assessor is located at 301 East Harrison which is located on the Southeast Corner of Broad and Harrison.

Human Resources

1. How do I apply for a position at the City of Guthrie?

You may download an application from our website or pick up an application at City Hall located at:

Completed applications may be faxed, emailed, or hand delivered to City Hall Human Resources on the third floor of City Hall.

2. Are all open positions posted on the City of Guthrie home page?

Typically, all positions are posted on the City of Guthrie home page. The exception to this might be for positions that have a principle line of progression. An example might be a police officer being promoted to sergeant.

3. Hold old do you have to be to work at the City?

That depends on the position. Positions that require the operation of mechanical equipment such as a backhoe or lawn mower would typically require that an individual be at least 18 years of age. Lifeguards or cashiers at the pool are required to be a minimum age of 16.

4. What are the working hours of the City?

This depends on the department and position. Typically 8:00 am to 5:00 pm with an hour for lunch. In the summer however, some positions start earlier when it is cooler out.

5. What can I expect for a wage?

Each position will have a different rate of pay and will be posted with the job at the time of opening.

6. How often are employees paid?

City employees are paid bi-weekly with an opportunity for direct deposit.

Mayor

1. What is the difference between the Mayor and the City Manager?

The Mayor presides over the Council meetings, has full voting privileges as a member of the Council, and is recognized as the head of the City Government for all ceremonial matters and by the Governor of the State of Oklahoma for military purposes.

The City Manager is the chief administrative officer of the City. She is not a member of the City Council, and she does not have a vote on any policy issues. City departments and all employees are responsible to the City Manager for the provision of public services.

2. How much does the Mayor make? How much do City Council members make?

The Mayor and Council are each paid $1 per year.

3. If I have a problem with someone at the City, can the Mayor help me?

The Mayor does not manage City staff. Any issues with City personnel should be directed to the City Manager.

Municipal Court

1. How often is Municipal Court held?

Municipal Court is held once a week on Wednesday at 2:30 pm.

2. How much is my ticket?

You can call our office at (405) 282-0065 for information or view the List of Fines.

3. Is there a way to pay for a ticket without appearing in Court?

Yes. You must, however, pay the ticket on or before your court date. If the ticket is not paid on or before your court date and you do not appear in court, a warrant for your arrest will be issued.

4. What methods of payment are accepted?

We accept money orders, cashier's checks, personal checks, Visa, and MasterCard. When paying in person at the office, we also accept cash. Please do not send cash through the mail.

Purchasing

1. How do I get on the City’s vendor list?

You may email or drop off your information at City Hall. The City would prefer that you also complete a W-9 Form at this time also.

2. I completed a W-9 Form last year, do I need to complete one also this year?

Yes. The W-9 forms are required to be completed / updated each year. This is an IRS requirement.

3. Does the lowest bidder always get the bid award?

Typically the lowest bidder gets the bid award however there may be times when this is not the case. Should the lowest bidder not be the most responsible bidder they may be bypassed. This could be due to prior work history or the product not meeting all the specifications.

Utility

1. Where and how do you establish utility services (water, sanitary sewer, trash)?

The Utility Office is located at:

Utility customers are required to complete an Application for Utility Services and provide proper identification. Connections are provided Monday through Friday only.

2. Is a deposit required?

A deposit is required at the time service is initiated from all customers. Deposit amounts are established by resolution by the Trustees of the Guthrie Public Works Authority. A letter of prior payment history from a similar type utility company is acceptable in lieu of cash deposit and is available to residential customers only.
Current deposit requirements are:

• Residential and Commercial - $75 per location


• Garbage only customers - $50 per location


• Multi-meter users - $300

The amount of deposit will be applied to your final bill upon disconnection of services.

3. Is there a service fee?

A service fee of $25 is required at the time service is initiated from all customers requesting water service. Garbage only customers are not required to pay a service fee.

4. Can I transfer my deposit to another account?

Yes. You may transfer a deposit from one address to another address if located inside city limits. You may also transfer your deposit to an individual by filling out the necessary paperwork in the Utility Office.
