What is the difference between the Mayor and the City Manager?
The Mayor presides over the Council meetings, has full voting privileges as a member of the Council, and is recognized as the head of the City Government for all ceremonial matters and by the Governor of the State of Oklahoma for military purposes.

The City Manager is the chief administrative officer of the City. She is not a member of the City Council, and she does not have a vote on any policy issues. City departments and all employees are responsible to the City Manager for the provision of public services.
